The City of Fremantle has identified this place as being of exceptional cultural heritage significance in its own right within the context of Fremantle and its conservation is required. It is recommended that this place be considered for entry in the Heritage Council of Western Australia's Register of Heritage Places.

Statement of Significance

The place has historic significance as one of the early hotels in the West End of Fremantle. Many hotels were built in the 1890s and 1900s as a result of the discovery of gold and the consequent population increase and expansion of commercial activity in the port.
The place has social significance representing the development of community life in Fremantle and as a venue for social and recreational activities.

Physical Description

Three storey rendered hotel which has a truncated corner and sits on the corner of Parry St and Beach St. There is a parapeted roof with decorative stucco pediments and features include engaged Corinthian pilasters and decorative stucco surrounding the windows.

History

In 1896 the lot was occupied by timber mills and offices owned by J J Higham. In 1899 the Hotel Australia opened, owned by James Duff and occupied by the hotel keeper Elizabeth Griffin. This is now known as the Flag and Whistle Hotel.
Currently (2004) the place is a backpackers.
