The place has historic significance as one of the early hotels in the West End of Fremantle. Many hotels were built in the 1890s and 1900s as a result of the discovery of gold and the consequent population increase and expansion of commercial activity in the port. The place has social significance representing the development of community life in Fremantle and as a venue for social and recreational activities.
Three storey rendered hotel which has a truncated corner and sits on the corner of Parry St and Beach St. There is a parapeted roof with decorative stucco pediments and features include engaged Corinthian pilasters and decorative stucco surrounding the windows.
In 1896 the lot was occupied by timber mills and offices owned by J J Higham. In 1899 the Hotel Australia opened, owned by James Duff and occupied by the hotel keeper Elizabeth Griffin. This is now known as the Flag and Whistle Hotel. Currently (2004) the place is a backpackers.
This place was adopted onto the Fremantle MHI and the Heritage List by the decision of Council on 28/09/2011.
