Some places are currently on the Heritage Council's assessment program. A place worthy of recognition and protection through provisions of the Town of Narrogin's Town Planning Scheme. Planning application needs to be submitted to Town of Narrogin for any proposed development. Planning application needs to be referred to Regional Wheatbelt Heritage Adviser for comment and background information for HCWA. The development application needs to be submitted to Heritage Council (HCWA) for approval for any proposed development, and Town of Narrogin cannot approve contrary to HCWA recommendation. Recommend: Maximum encouragement to owners to retain and conserve the place. Full consultation with the property owner prior to listing.

Statement of Significance

The building is significant on the following grounds:
1. Built 1906 when Narrogin was developing as a major rail centre.
2. Intensively used by travelling public from the entire region.
3. Heavy traffic in small goods carried by rail for many years including perishable products.
4. The "Refresh" was very famous both for train passengers and local people.
5. During World War I many troop trains met by volunteers with refreshments.
6. Many visiting dignitaries welcomed and farewelled on the platforms.
7. Departure point for railway picnics.
