Civic & Cultural Centre Conservation Are

This place comprises the Civic and Cultural Centre Conservation Area, which has been included on the City of Subiaco's Municipal Heritage Inventory as a Conservation Area of exceptional significance. Any proposed development must be carried out in accordance with the heritage conservation policies adopted for the individual places, taking account of the exceptional significance of the whole Conservation Area. DEMOLITION CONTROL All places identified on the MI at Levels of Significance 1 and 2 should not be demolished. They should be retained and conserved in accordance with the principles of the Burra Charter. All places identified at Level of Significance 3 should be retained if possible because they contribute to the significance of the Conservation Area. A conservation plan should be prepared prior to any development taking place, including demolition, and for ongoing maintenance and conservation. CONSERVATION OF SIGNIFICANT STREETSCAPES The conservation of each individual element of the place should be considered in the context of the character of the surrounding heritage streetscape and its contribution to the exceptional significance of the Conservation Area. CONSTRUCTION OF NEW BUILDINGS Any new development should be carried out in accordance with the conservation plan prepared for the place. New buildings should be compatible with the existing pattern of development in terms of building form, scale, proportion, texture and placement. CONSERVATION OF SIGNIFICANT BUILDINGS Significant buildings should be conserved in accordance with the Burra Charter. Significant or original fabric should be retained and conserved wherever possible. Where face brickwork remains, it should not be rendered or painted. In the event of a change of use, the new use should be compatible with the heritage values, significance and historic themes of the place. The new use should not diminish the exceptional significance of the Conservation Area. TOWN PLANN

Statement of Significance

The Civic and Cultural Conservation Area is significant for its role as the civic and cultural focus of the City of Subiaco, and for its concentration of civic and cultural buildings, throughout its history.

Physical Description

The area contains the City's civic buildings together with the Subiaco Theatre Centre, Rankin Gardens and the Subiaco Primary School. The Civic and Cultural Centre Conservation Area contains significant buildings from all periods of Subiaco's history and all the places are listed individually on the MI.

History

The civic square is in the heart of Subiaco, bounded by Rokeby, Hamersley, Hensman and Bagot Roads. The eastern portion of the civic square has been used for civic purposes since 1899 when the first council chambers was built next to the original post office and library on the corner of Bagot and Rokeby Roads. It also housed the Literary Institute. Sir John Forrest opened the Council Chambers on 3.11.1900. The space was soon inadequate and a foundation stone was laid in 1909 for a larger chambers and hall next to it. The old chambers became the Mechanics' Institute. The present Council Chambers was built in 1968 and the 1909 chambers was demolished in 1971. The present library was built in 1970. The civic area also contains the primary school (1897), the Uniting Church, the City Hall (1957), and is marked by the War Memorial clock tower on the corner, built in 1922, and the Norfolk Pines planted in 1899 for the original Municipal gardens.
