The Stewart Street townscape is a reminder of the first enthusiastic development of the wheatbelt. Dominated by the Commercial Hotel, the line of buildings on either side of the pub indicate a small town which has a continuous history. Many businesses remain in their original buildings eg. the banks and the post office and hotel. Other sites have changed uses and new tenants but remain in use. As such the townscape has both social and historical heritage value.
Dowerin townsite was proclaimed in 1907 and many of the buildings along Stewart Street were constructed in the next seven years. Most of these buildings are still in use - there are few empty shops or frontages in Stewart Street. Alterations have been made from time to time, bull-nosed verandahs have gone, but much of the building stock reflects its origins. There are few modern buildings and so the townscape retains style and character which can be related to the first period of expansion into the wheatbelt. Bricks, tin roofs, modest decorative features around windows and doors help produce a coherent and pleasing townscape. Weatherboard structures often have brick facades to fit into the streeetscape.
