The place demonstrates a way of life for the community of Varley. It represents a rural way of life and has associations with community organisations and generations of settlers.
The timber framed structure is clad with fibro cement sheeting in flat and vertical profile. The front entry area is constructed in face brick work, with an upper storey in fibro cement cladding. A flight of concrete stairs leads to the entry doors. The interior is expansive with a stage at the far end. The separate supper room and the toilet facilities are on the left hand side. Behind the supper room is the kitchen facility which has recently been extended and upgraded.
From 1928 the Varley District began to be developed by settlers under the 3500 scheme. As early as 1929 the progress association had formed in the district, and a request made to the Education Department for a school in the district. The settlers proposed to build a hall for school purposes but also for the social and religious needs of the community. Fundraising events and dances were held in private homes, and a "monster Sports" day was held. In 1930 the first hall in the district was opened at South Lake Varley (now the tip site). The school closed in 1933, but in 1935 the Holt Rock Mail run was extended to the hall which became the mail centre for the Varley area. Weddings, CWA meetings, progress meetings, Farmers Union meetings, and the annual and very popular Christmas trees were all held at the hall. It was the centre of the social and community life of the Lake Varley district. In 1951 a new hall was constructed on the site of the existing hall in the "new" Varley townsite. In 1963, that hall was demolished to make way for this hall on the same site. The hall was funded by fundraising in the local community, and with funding from the Lake Grace and Kulin Shires. In 1936, a branch of the CWA was formed in Lake Varley. The members provided for the war effort and community projects after the war, continuing through to the present. The CWA rooms are also situated within the hall building, with a separate entry. The hall is a the venue for visiting Ministers to conduct religious services. A commemorative rock records the 50th anniversary of settlement of the area, in 1978.
