The place has aesthetic value as a modest but distinctive hall building, which by virtue of its form, scale and original function, gains prominence in the mostly residential streetscape of Church Street. The site of the Scout Hall was given to the scout group by A. Fancote and F. Donaldson and the hall was constructed in 1920 by three local men, Tom Marshall, Ted Thorne and Harvey Smith. The place is valued by the community as a long-standing venue for meetings of the 1st Kelmscott Scout Group, and although the group no longer occupy the site, a plaque installed at the place acknowledges its value to the community.
The place comprises a simple rectangular plan building with a corrugated iron gable roof, a steel-framed skillion veranda on two sides, and a lean-to addition attached at the rear. The walls are timber-framed and clad in a combination of fibro and weatherboards, with timber-framed casement windows to the east and west elevations, and a pair of lined timber doors to the south elevation. The south elevation also features timber bargeboards and panelled infill to the upper gable wall, which is adorned with an ornate timber finial. The verandah is a recent addition, as is the landscaped garden setting, which comprises a collection of palm trees, conifers and shrubs.
In 1917, A. Fancote and F. Donaldson donated the land on which the hall is sited. The hall was erected in 1920, by local men, Tom Marshall, Ted thorne and Harvey Smith, at a cost of 600 pounds.
