The place is significant for the functions and the changes over time. The 'sense of place' for generations of people ^nd for the social interaction that has taken place.
Timber framed and clad with fibro sheeting with a corrugated iron roof. Many alterations and additions have taken place over the years.
The Hour'. Ellie Phillip's home made pies were renowned in the district. The phone exchange and grocery sales were established at the tearooms which were the focus of the district. In c1939, it was the venue for the wedding reception of Gus and Kath Clune. The tearooms closed in the early days of World War Two until Mrs Philmore bought the property and ran it with Ellie's help. When Ellie Phillips moved to 'Claremont', she took the phone exchange to that property. American sen/icemen enjoyed the tearooms and bought a portable gramophone to 'jitterbug'. A cyclone on 15 March 1943 almost destroyed the store, and Mrs Philmore gave away her entire stock. Mr Rutter revived the place from ruin and slowly rebuilt. Bert and Mrs Rickson were the next owners, followed by their son George and his wife Dorothy, who continued to make improvements to the building, and introduced a self service layout. George Rickson obtained the post office from Gus Clune, established bank and commission agencies, a 'gallon licence', and kept the rainfall records for Bindoon. In 1974, Terry and Val Rogers took over the store and established a Kleenheat gas agency, as well as drapery, hardware and building supplies. From 1980, there have been many owners and changes. It was the main social meeting place in Bindoon as people met informally when collecting mail or purchasing supplies.
