The City of Fremantle has identified this place as being of exceptional cultural heritage significance in its own right within the context of Fremantle and its conservation is required. It is recommended that this place be considered for entry in the Heritage Council of Western Australia's Register of Heritage Places.

Statement of Significance

The place is an unusual example of a stone residential building showing influence of the Victorian Romanesque style more commonly used for government or institutional buildings in the late nineteenth and early twentieth centuries.
The place contributes to a substantially intact late nineteenth and early twentieth century streetscape close to the centre of Fremantle.

Physical Description

Two storey stone and terracotta tile hipped roof house has two large stone chimneys. The dropped verandah returns down the sides of the front section of the house and is supported by a central stone wall and rendered piers with cast iron balustrading. The back section of the house has brick quoining to the window openings.

History

Ellen Street was named for Ellen Mangles of Woodbridge, Surrey, England, wife of Sir James Stirling, the Governor.
In 1899 two villas were erected on the site for Harry JW Higham, a gentleman. It was later used as a lodging house. The place was purchased by the Fremantle City Council in 1984.
