The place has aesthetic value for the remaining elements of the Federation style on the upper level façade.
The place has historic value for its association with the development of the Hay Street retail precinct in the 1920s.
The place has social value for the many members of the community for its continuity of function, and contribution to the sense of place of the Hay Street mall.
The place is representative of the type of commercial premises in a retail precinct that have grown and changed as occupancies and standards change.
External - No. 661 Hay Street Mall forms part of no. 663 Hay Street and is characterised by a highly ornamented façade above canopy level. The symmetrical façade is terminated at the east and west ends by prominent pediments standing high above the main wall height. The ornamentation is bold and varied consisting of swags, scrolls, flowers and leaves.
The facade contains five windows across the full width of the facade including three central arched openings and a larger arched opening in the two end sections. The top lights in each opening remain as the original three section window but the main opening beneath has been changed to a single pane in all the windows. The building is painted brick to the upper level.
The shop frontage to the ground level section has been replaced with a contemporary arrangement.
Internal - Open plan shop with contemporary shop fitout with no evidence of original details.
The buildings at 661 and 663 Hay Street were constructed c1906 for the owner Arthur E Morgans who owned a number of properties in this section of Hay Street in the early 20th century.
The tenancies on the two floors were occupied by a series of businesses. In the 1910s and 1920s the ground floor was occupied by a succession of cafes.
In c1925, tailors Cogan Brothers purchased the property and engaged architects, Edgar Le B Henderson to design an extension at the rear of the building for additional workrooms.
High level of integrity.
Medium level of authenticity. The ornate upper levels of the façade have been retained. The larger window panes were originally divided with glazing bars but these have since been replaced with a single pane. The traditional angled shop frontage has been replaced with a flat frontage and concertina doors.
