The place has strong aesthetic value in its unusual forms and spaces that arise from its staged development.
The place has some value in the streetscape setting and as part of a collective whole comprising the Boans’ warehouse, the substation and No. 83 Brown Street.
The place is a representation of the industrial nature of East Perth throughout its history, particularly as much of this industrial fabric has been removed.
The place has some social value in its association with the provision of electric power in Western Australia.
A single storied red brick industrial building with pitched corrugated sheet roof, built to the two street boundaries. former window openings have been bricked up, E.P.R.A.
In 1923 land for a substation was purchased as a result of the increased demand for electricity in the East Perth area, particularly from the Gas works and Glass works. In 1930 building had started on the walls around the transformer cubicles. Another extension in 1944 added two more transformer rooms. The rooms were separated by a door.
From 1886 gas was used to light streetlamps and buildings located within five miles from the General Post Office. The Perth Gas Company was formed to supply the gas. The Perth City Council purchased the Perth Gas Company between 1912 and 1915 and increased the supply to houses and streetlamps. A new power station was built by the Government in 1915 to supply electricity to the substations which were run by the Perth City Council. The substation allowed more development in East Perth as capacity increased.
