The place has associations with Harry Carter, a significant pioneer of the district.
In 1909, Harry Carter took up his selection, after running the Armadale Hotel. After building a home in 1914, his place was the chief meeting place for the surrounding settlers. The Progress Association formed in 1916, and Harry Carter was the first Chairman of the Melbourne Roads Board, with MO 1 number plates by virtue of having the first registered vehicle in the district. Although they had hoped for a hall adjacent to No.3 well, the annual settlers picnic on 1914, was held at the well and a dance was enjoyed.
Carter was instrumental in compromising on the town's name of a combination of Balli Balli and Duli; Ballidu. He also played a role in the development of the town of Ballidu.
