The monument has aesthetic value as fine art work in itself. Its visual significance on the path down to Market St to the Railway Station is important. The historic significance is based on its connection with important people in the colony at that time. It is also a unique surviving example of this type of structure.
The memorial was designed on a water theme and had drinking places for birds, dogs, horses and humans. It is built of aquamarine tile blocks laid in cement and sand mortar.
Assessment 1980 The memorial was erected by John Taylor of London in memory of his sons, Ernest and Peter who died in Western Australia in 1905, and executed by Doulton & Co. Ltd of Lamberth, London. Construction was supervised by a local architect James McNeice.
