The initial sketches were made by W Withers and E J Cole to support a motion for funding at a Shire Council meeting in 1966. At that lime the town of Kununurra did not have an official; 1. Post Office, 2. Civic Centre, 3. Infant Health Centre, 4. Shire Office. It was proposed to seek funding from the State Government for the Infant Health Centre and to borrow money using a lease agreement with the Postmaster Generals Department. The application was further supported by the lease of one shop and an office (the shop was a ladies hairdresser). The Civic Centre hall was designed for expansion westwards with a stage area. The northern and southern walls opened on to patio areas for tables and chairs at functions.
The complex is set on the western side of Coolibah Drive equidistant from Ivanhoe road junctions. It is located in a garden setting, adjacent to the Kununurra Leisure Centre and Swimming Pool. The offices are an amalgamation of building styles. The facade has a parapet wall of local stone. The walls of the rest of the building are of fibreboard. It has a flat topped roof typical of the 1960s.
