26003 Rokeby Road & Hay St Conservation Area
84 Rokeby Road was designed in the Federation Free Classical style, with accommodation for two shops and a billiards saloon. The key heritage feature of this place is the rendered parapet. This has a central triangular pediment set over an arched and louvered gable vent. Piers to either side of the pediment and at either end of the parapet have moulded capping and frame panels of closed rendered balusters. The shopfronts have been replaced since the mid-twentieth century, but the unequal widths of the two shops assists with an interpretation of its original design as two shops and a billiards saloon. Based on the readily available information it is possible that the former entry to the billiards saloon was at the centre of the main frontage, with a corridor between the shops leading to a saloon towards the rear. An oblique view in a 1955 streetscape photograph confirms that this place previously had a verandah, but the footpath is now shaded by a suspended boxed awning.
The readily available evidence indicates that this building, which was originally known as 84-86 Rokeby Road, was constructed in c.1919-1920 as two shops and a purpose-built billiards saloon, to a design by Henderson and Henderson, architects. TENDERS are invited until NOON of SATURDAY, OCTOBER 11, for the ERECTION of TWO SHOPS and a BILLIARD SALOON, at SUBIACO, for F.T. Daniel, Esq. No Tender necessarily accepted. HENDERSON and HENDERSON, Architects The owner, Frederick Theophilus Daniel, had already developed the adjacent 2 storey building on part Lot 15 (88 Rokeby Road) in c.1913 and he retained ownership of 84-88 Rokeby Road until his death in 1935: VALUABLE SHOP PROPERTY. Nos. 84, 84a. 86 and 88 ROKEBY-ROAD, AND No. 236 CHURCHILL-AVE., Subiaco. ROBERTSON BROS., LTD., have been instructed by the West Australian Trustee, Executor and Agency Co., Ltd., Executor of the Will of F.T. Daniel, deceased, to SELL Lot 14 and part of Lot 15 and Lot 17 of Perth Sub. Lot 204, having a frontage of 49ft 11in. to Rokeby-road, by a depth of 103ft, and a frontage also to Churchill-avenue of 33ft by a depth of 116ft 6in. to r.o.w. On the Rokeby-road frontage is erected a substantial brick building containing two shops and billiard saloon, also a large two-storeyed brick shop and dwelling of four rooms, kitchen, laundry, bathroom, and conveniences; electric light and sewerage system installed. The Churchill-avenue frontage has a brick and iron building about 33ft by S5ft, built as a garage, with ample room for extension. This property, which has just been thoroughly renovated, is splendidly situated between the Commercial Bank and Subiaco Hotel, in the centre of the business area. Over time, some of the occupants of 84-86 Rokeby Road included: 84 Rokeby Road 1921 & 1925: Alf Wright, hairdresser & tobacconist 1930, 1935 & 1940: Thomas Francis Neal, hairdresser & tobacconist 1945 & 1949: Horden Ltd, drycleaners This company, which had its main dry-cleaning works at 332-336 Churchill Avenue, Subiaco, in c.1938 to post 1949, used 84 Rokeby Road as a shop front store. 2012: Red Tiger, men’s and women’s wear 2022: Flannel, men’s wear 84a/86 Rokeby Road (Subiaco Billiards Saloon) 1924-1929: Robert Smith, billiards saloon Robert Smith (c.1877-1952) was operating a billiards salon and tobacconist shop at 87 Rokeby Road by 1915 and in 1920 he applied to transfer the Billiard Table Licence to the newly built premises at 86 Rokeby Road: I, ROBERT SMITH, the holder of a Billiard Table Licence for the house and premises known as Subiaco Billiards Saloon, do hereby give notice that it is my intention to APPLY to the Licensing Court to be held at Perth, on Monday, June 21, to REMOVE the Licence to 86 Rokeby-road, Subiaco. Nos.84, 84a, 86 and 88 Rokeby-road, Subiaco, offered for auction in one lot yesterday, were passed in when the bidding, which closed at £4,375, failed to reach the reserve price. Following the sale negotiations were entered into for a private sale. The properties comprise two lock-up shops, a billiard saloon and a two-storey building containing a shop or office, three living rooms, a kitchen, balcony and general appointments. The total rentals were said by the auctioneer, Mr. P. C. Kerr, to amount to £334/10 annually.
The parapet has a high level of authenticity. The shopfronts and awning have a low level of authenticity.
The main facade appears to be generally in fair condition commensurate with the age of the building (based on streetscape inspection only).

| Review of the Rokeby Road and Hay Street Heritage Area | Stephen Carrick Architects | July 2023 |
Very important to the significance of the Rokeby Road and Hay Street Heritage Area.
This place provides important evidence about the diversity of retail development within the Heritage Area which, in addition to large landmark buildings, also included a large number of modest single storey shops with small residences attached at the rear.
The place retains evidence of traditional detailing to the parapet which contributes to the traditional character of the streetscape.
Historically it demonstrates the ongoing consolidation of the commercial centre of Subiaco in the early inter-war years.
The place also has some historical value as a place that was occupied as the Subiaco Billiards Saloon from c.1924 until at least 1950, and was therefore a focus for recreational and social activities for local men.
