Charles Street was largely developed in the last decade of the nineteenth century and much of the housing stock still dates from this time. House, 12 Charles Street was built c. 1896 for James Scott. James and Elizabeth Scott lived in the house until the 1940s, when it was purchased by George Scheen. Mr Scheen only owned the property for a short time before it was bought by Doris and William Howarth. A Metropolitan Sewerage plan dated 1954 shows a relatively small weatherboard house of roughly square plan form with a full length front verandah. There were asbestos and weatherboard additions to the rear and a small back verandah. Jessie Garbin owned and lived in House, 12 Charles Street from the mid-1960s until the 1980s.
