The character and scale of the building are important elements within the Phillimore St precinct and the building is a significant element in the townscape of Fremantle.
Two stoery commercial building constructed of brick and Donnybrook freestone (since painted). The building has a frontage about 35 metres to Phillimore St and 30 metres to Cliff St and is typical PWD architecture. Building features cornice lines, keystones, bands and verticals all of painted Donnybrook stone. There is an unattractive brick parapet and a brick and stucco pediment. Unfortunate later addition to Phillimore St facade. Classification excludesmore recent additions.
