The old Lock-up, together with the adjacent old Police Station and Magistrate's House form an historic precinct that contributes to the aesthetic qualities of the landscape. The place clearly demonstrates the way of maintaining law and order that developed during the time. The conditions of life in a lock-up of that period are still obvious. The place has rarity value as one of the few remaining and intact examples of its type in Western Australia.
The place comprises two separate cell blocks housed in adjacent structures. One structure contains a single cell, intended for a female prisoner, and the other structure contains four cells, intended for male prisoners. The two structures are at the rear of the old Police Station and Magistrate's House (Site No. 9). The larger structure comprises four cells of equal size, and an enclosed exercise yard with two showers at one end and a toilet at the other. The structure has a skillion roof that covers the four ceils. Louvred vents, across the top of the wall on the east elevation, and metal roof vents enable air circulation throughout the cells. An exercise yard, that is open to the elements, abuts the cell block on the east side. The yard has a concrete floor and is enclosed by cgi sheets. The cells have timber floors throughout, the cells retain original doors with corrugated iron cladding, the layout and construction of the single-cell structure is similar to the larger one described above.
Completed in December 1899 by Thomas H. Parsons for a cost of £359 the Lock-up consisted of two cells, a charge room, storeroom and had verandahs on two sides. Comment was made that at last civilised accommodation was available not just a chain to a tree which was the previous custom. In 1903 more cells and an exercise yard were added and in 1907 further unspecified additions were made.
