The place has aesthetic significance as an intact Federation Queen Anne house dating from 1904. The change of use from a residential property to commercial use represents the changing character and growth of West Perth since the 1980s. The place is a significant component of the Outram Street streetscape.

West Perth developed as suburban residential area in the late 1890s. From its inception it had the characteristics of a quality neighbourhood. Proximity to the city centre and Kings Park (then known as Perth Park), and the elevated location provided healthy site drainage as well as cooling breezes and views over the city and hills. The area had social status already associated with addresses in nearby Mount Street and access to the city's piped water system. The area was subdivided into large residential lots for development and proceed accordingly. The homes built in West Perth from the early 1900s included prestigious mansions built in prominent locations and smaller working-class cottages in the narrower back streets and towards the northern end of the area adjacent to the railway. The Post Office Directory lists the first resident of No. 49 Outram Street in 1904 as Charles Stawell. (It was then numbered 45), indicating 1903-04 as the date of construction. The house was occupied by various professionals, for example in 1910-11, Edward Welsted, Manager of Bewick Moreing & Co, and in 1915 Charles H. Wittenoom. In 1949 when directory publication ceased the occupant was Mrs T. M. Haynes. A medical Practitioner, Edward Haynes, had a practice adjacent at No. 53 from 1908-1916.The Metropolitan Water Supply Survey plan dated 1954 shows a brick house with a verandah addressing the corner, with central steps down to a path to Outram Street. The house has a projecting bay to Outram Street. The property had rear lane access with a large, galvanised iron outbuilding along the lane. The State Library of Western Australia holds a photo dated 1994 (314750PD) showing the house being renovated to become the Villa D'Este Restaurant. At 2022, the house is used as a restaurant ‘Zafferano.’
