Statement of Significance

The place displays Paradise style of plantings with mature introduced tree species which reflects the idealised landscapes desired by Western Society in the late 19th and 20th century. The place makes a landmark contribution to the foreshore through the presence of tall mature trees. The place was formally designed as a public space was laid out in 1905 based on the Union Jack design. The place together with the Narrows Interchange, Esplanade Reserve, Supreme Court Gardens and Langley Park define the southern edge of the city and provide contrasting features in the stretch of open space adjacent to the river. The place is part of a major work of land reclamation carried out along the river foreshore. The place has been associated with river transport since 1845 as there has been a jetty located at the end of Barrack Street since that time. The place has been the location of a river port since 1905- 1907, when river transport was booming due to the huge increase in population brought about by the gold boom, and reflects the shift in the role of the river from general transport to recreation following the construction of the Fremantle Guildford railway. The place, including the Bell Tower, makes a landmark contribution to the foreshore, with the Tower, a prominent unique contemporary structure and the focal point of the square. The place contributes significantly to the Perth’s sense of place, as a point of departure and return for river transport and recreational activities. The place is significant in linking the centre of the city to the river.

Physical Description

A large square of reclaimed land planted with lawn and mature trees and fringed with timber jetties. The original pattern of the Union Jack has been lost but many of the specimen plantings remain. The place adapted for road traffic has lost its homogeneity and representative character. Barrack Square displays Paradise style planting.

History

Barrack Square was established in 1905-07 by reclamation of land from the Swan River. The Square was part of systematic programme of reclamation to provide a fringe of parkland around the Swan River. Refer to HCWA Assessment 1999
