The place makes an important contribution to the streetscape of Hannan Street. The single-storey shops retain their original configuration, parapet and verandah cover over the pavement. The aesthetic value of the place is enhanced by it's well proportioned and detailed parapet. (Criterion 1.1)
: A single-storey building built to the building line of Hannan Street that contributes to the masonry 'wall' of Hannan Street. The features of the exterior of the building are the highly decorative twin pediments that crown the parapet, and the verandah that extends across the facade and over the pavement. Typical features that characterise the building's period are two shopfronts with recessed entrances and large display windows on the façade with stall boards below and highlight windows. Marked into the parapet are the words, 'Armstrong Cycle Agency 1895'.
Percy Armstrong, a crack cyclist from Coolgardie, opened the business and was an agent for 'Rapid Bicycles'. He later introduced the first motorcycle to Kalgoorlie (Laurie, 1995: 33).
