The place represents an image of Kulin and demonstrates an association with the civic administration and civic identities.
The Local Government Act 1960 reflected the expansion of country Roads Boards authority to include activities not associated with roads, and providing more social responsibility in the community. The Roads Boards throughout the state became Shires in 1961. In line with the new image of the Kulin Shire, a new Shire administration facility was constructed in 1966. The estimated cost of $75,000 was considered excessive by some, but a ratepayers referendum endorsed the expenditure. Opened in 1968.
