The place is of historic significance as an example of a commercial building in the Old Port City of Fremantle dating from the gold boom period in the late nineteenth and early twentieth century. The place is a fine example of a Federation Free Style building, with elaborate stucco decoration above the ground floor level, that makes a significant contribution to the streetscape. The place is a significant landmark in the Old Port City of Fremantle.The place is socially significant as Old Papa's restaurant since 1979 as the centre of Fremantle's cappuccino strip.The place is of social significance as evidenced by its classification by the National Trust.
Two storey rendered corner building with a zero setback from the pavement. There is a decorative parapet with engaged balustrades and two triangular and decorative pediments (facing South Terrace), above the bracketed cornice. Decorative engaged pilasters separate the building into bays. There are semi-circular stucco arched moldings with keystones, surrounding inset and decorative stucco detailing, directly above double hung sash windows, or simpler circular stucco decorative details on the rendered walls above the windows. There are recessed shop fronts and various verandah awnings, which are probably not original.
J. McNeece, architect built 17 South Tce, corner of Collie St in 1895. It was Clegg's Furniture store. Old Papa's has occupied part of the building since 1979. Currently (2002), Old Papa's, Mexican Kitchen, Capri Restaurant, Lucky Terrace News.
