The place demonstrates a way of life no longer practiced, and represents a period of development in Kulin.
Timber framed and weatherboard clad building has a return verandah which extends down the north side of the place. The bull nose verandah roof is separate from the main roof. The main corrugated iron roof is hipped with a front gable and finial detail over the protruding front room.
By the time the railway from Narrogin came through to Kulin, it was 1915, and development was minimal due to World War One. After the war, progress was evident, and the boarding house was established to provide accomodation for workers in the district. It was the first boarding house in Kulin. The building was relocated from the goldfields by Jack Bullock, the husband of the proprietor of the boarding house. The site is opposite the railway station area, and in the same main street block as the hotel, placing it in a prime position for customers. During the 1930s Mr and Mrs Bullock ran the Kulin Hotel for a period of time.
