The place demonstrates a way of life and associations with transport and recreation no longer practised. The place is significant in the streetscape and the townscape of Moora.
Constructed in the 1940's. Double storey construction is rendered in roughcast finish and painted in a pastel pink colour. The front walls extend uninterrupted to form the parapet walls. The building corners are curved. A bull nose verandah has been added to the street frontage.
The place was originally built as a garage. It was later rebuilt and converted into an arcade. Subsequently it was purchased for the purpose of a skating rink. Community effort has resulted in the place developing into an office and restaurant complex with living quarters on top.
