The site represents a way of life no longer practiced. It has associations with many identities and settler of all generations in Kondinin.
Alexander Rankin was the former secretary at the Subiaco Roads Board between 1898 and 1911, during which time he designed the Subiaco Roads Board offices in 1899. He was later a gentleman farmer. The hall was built in 1917, and became the Mecca of the developing district of Kondinin. The hall was used for a multitude of uses including; dances, Christmas Tree parties, Farmers and Settlers Association meetings, New Years parties, Batchelor balls, fancy dress balls, community meetings, films, repertory, political rallies, RSL activities, musical evenings, card parties, family, community and social events. In 1929, a bio box was added to the building to assist Paddy Baker in screening the films he bought to town regularly. About that time, plans had already been drawn, and shelved, for a new hall, which was subsequently built in 1934 on a site facing Jones St. (see Ref No. 18) The hall building was reloaded to the new hall site, and used for the stage , kitchen and change-rooms at the rear of the new hall.
