Statement of Significance

The place demonstrates social significance representing the most recent of a sequence of public stairs in this location. The route has been a public access from Kings Park and Mount Eliza and has a current association with fitness and endurance training.

Physical Description

Reinforced concrete stairs with tubular steel rails and concrete block walls.

History

The existing structure replaces an earlier timber stair structure. According to Mrs Vera McLean of Colin Grove, the jarrah stairway joining Mount Street and Mounts Bay Road was named by the late David Carmichael of Bellevue Terrace. Mr Carmichael who lived with his wife in a cabin below the Mount had more reason than most to be grateful for its construction. Possibly remembering the long walk round the foot of Mount Eliza and up to Kings Park Mrs McLean said, he remarked to my father when it was being built that it really was a Jacob's ladder to heaven (taken from Genesis). The stairway was 141 feet long with 221 steps and built in 1909 by the West Perth firm Joseph Huck and Sons for 171/1 pounds. Plans were drawn by the City Engineer Henry Thomas Haynes. The Perth City Council undertook repairs in 1937 and again in 1947. (West Australian 6 Oct 1964 Alex Harris). It is understood that the timber stairs burnt down and were replaced with the current concrete stairs in 1970.
