The 20th Century Architecture Survey states: ‘The nearly windowless tower was designed by the Department of Housing and Construction and built by H.A Doust Pty Ltd in 1975 – 1979 for $22 million.’ ‘Windows were eliminated to reduce the solar heat load on the heat producing equipment area and to achieve a maximum area of structural shear wall to resist earthquakes.’ ‘The building construction is reinforced in-situ off-form concrete.’ ‘All exposed surfaces were treated with acrylic –based paint.’ ‘The colour is light I tone to avoid glare in the clear Perth atmosphere.’
