Statement of Significance

Jaylu Flats, 34 Queen Street, is a substantially modified two storey brick and tile residential building dating from the 1898. . The place has aesthetic value for its landmark qualities as well as its contribution to the streetscape and the surrounding area. It is representative of the way buildings can be adapted according to changing needs of the area.

Physical Description

Jaylu Flats, 34 Queen Street is a two brick and tile flats. The walls are rendered brick. The roof is hipped and clad with tiles. The façade has four timber framed and glazed panel doors to the ground floor, and two sets of timber framed windows either side. Each has a large fixed pane window with four square timber framed windows to the side. There is a steel balustrade to the verandah on the second floor. The façade on the second floor has similar windows to the ground floor. Glass panels divide the flats balcony areas. The building has some garden beds to set it back from the pavement. The verandah has no support posts. JAYLU FLATS appears on the second floor front elevation in raised lettering.

History

The name Queen Street and Queen Square more than likely derives from the memory of Queen Adelaide, as they do not appear until the survey of 1833. Lot 535, 34 - 40 Queen Street Fremantle was owned by W.E. Marmion in 1880 when it was first noted in the Rates Books as a vacant site. By 1898 there were four Villa buildings which were vacant and owned by Candy Cairns. Candy Cairns was listed as owner of the place until 1949. H.B. Brady was also listed as an owner of office and workshop on the site from 1939/40 until 1949/49. Among the other owner listed for the office and workshop was Alan Bond 1956 through to 1968/70. Historic photos c1910 in the Fremantle Local History Collection (Ref 25886) show the building as a face brick two storey building. An image in ‘Old Fremantle’ (page 36) by John Dowson shows the terrace as two storeys with verandahs to the façade and dormer windows to the two outside terraces. The owner for the terrace was James G Phanos from 1952 until c 1972. In 2011 ownership was still in the Phanos family. The rates books of 1963/64 show 8 flats during this time. In the Register of Building Permits for 1963 there is a permit for alterations to the building for an amount of ₤10,000. It is understood that the tenants were living in the lower rooms while the alterations to the upper floor flats were carried out. Owner of Jaylu Flats at 2011 (L Phanos) advised that in 1963 the original roof, dutch gables and chimneys were removed and a new roof built, and rotten wooden verandahs were replaced. Further alterations were made in the 1970s and in 1991. Original door spaces and windows have been altered, and the building was rendered to hide mismatched brickwork. The owner states that the building has always provided low cost accommodation.
