The place has some historic value as a purpose built hall for the Fremantle Police and Citizens Youth Club, one of the oldest such clubs in Western Australia.

Police and Citizens Youth Club
The Fremantle Police and Citizens Youth Club was built in 1975. It is a face brick building with a low pitch metal deck gable roof. There are two sections to the building – the main hall (gabled roof section) and the entrance and administration section (flat roof). There are no window or door openings to the street façade. The building is set behind a bitumised carpark area with a limestone wall to the front boundary line.

In 1918 in Norwich, England, the Norwich Lads’ Club was formed under the leadership of Constable John Dain. The club’s focus on youth activity was revolutionary at a time of reformatories and corporal punishment, and was soon the template for other youth groups. The first police sponsored club in Australia was formed in New South Wales in 1939. Clubs were formed in Western Australia the following year.
In 1940, the formation of Police Boys’ Clubs in Western Australia was discussed at a meeting of the Council of the WA Police Union on 1 May. The National Fitness Council was also involved in these early discussions and soon after, meetings were called in North Fremantle, Fremantle and Perth. Many volunteers helped to get the groups started, with support coming from the community, Rotary and Apex clubs.
