The place with its heavy masonry shell is an imposing element in the streetscape of Tower Street as it is a visual contrast to the many surrounding timber framed and cgi clad buildings in the town centre.
The building is set back from the building line of Tower Street. The front elevation is painted tuck-pointed brickwork divided into bays by square pilasters that extend to a rendered parapet. The central of the facade features a wide flat arched section that bears the name of the building, 'Barne's Federal Theatre'.
The parapet conceals a gabled roof with four roof skylights along the ridge, and skillion roofs. Each window is divided into three lights with curve-headed fanlights that are now boarded over. Some panes have been replaced with wire reinforced glass. Door fanlights are also boarded and all street windows are protected by security grilles.
The side and rear external walls are constructed of random rubble stone with brick quoins and heavily recessed openings. A section of the north elevation is rough-rendered. A timber-framed gabled porch, clad in fibro-cement, has been added to the south elevation. The rear section of the building appears to be occupied by an Arts and Crafts group.
This hall was built in mid-1899 for Mr P. Barnes, an hotel owner and businessman of Leonora. To design this venue for music and theatre Barnes obtained the services of architect Mr Will Kelly who was also a "talented comedian and dancer". The completed building was to provide "all the adjuncts of a first class music hall" with a proscenium and a drop curtain. In addition space was to be made available for two shops on the street frontage.
