The place has some aesthetic value for the remnant elements of the Federation style on the upper level façade.
The place has historic value for its association with the development of the Hay Street retail precinct in the early 20th century.
The place has historic value for its association with the long established firm Sands and McDougall and with architects, Wilkinson and Wright.

External - The place is a three storey building with retail uses to the ground floor and vacant upper levels. The upper levels of the façade present with distinctive classical motifs and detailing and incorporates a distinctive unicorn motif to the pediment. The windows display the typical design variation presented in classical architecture including arched windows at first floor level and square windows to the second floor openings. The shop frontage has been upgraded replacing the traditional retail frontage with a wide open doorless entry, secured by roller shitter, and flanking side windows/panels. The awning has been reclad but the original fabric of the structure may remain extant beneath the cladding.
Internal - Contemporary shop fitout obscuring any original detailing if it remains extant. Basement also has contemporary shop fit out. The empty office at first floor level retain the original timber floor. Original timber balustrade to the stairs on the upper level. Upper level spaces vacant.
From the available information this building was constructed c1898 for the new occupants, printers and stationers Sands and McDougall. At that time the property was owned by Mr Saw.
Sands and McDougall had previously occupied premises in St Georges Terrace and in 1928 they relocated to larger premises on the south side of Hay Street. This building and the new premises feature a unicorn in the front facade which together with the motto "Invicta" is the logo of Sands and McDougall. The firm continues to operate throughout Australia.
High integrity.
Medium level of authenticity. The upper levels of the façade demonstrate a higher level of authenticity due to the extant original fabric and detailing. The ground level retail unit demonstrates a low level of authenticity due to the shop frontage being replaced.
