The place is considered to have a high level of significance to the City of Kalgoorlie-Boulder and valued by the local community. Maximum encouragement to conserve the significance of the place should be provided to the owner under the town planning scheme.

Statement of Significance

: building defines the south-west corner of Burt and Lane Streets with its strongly modelled facade and well defined corners, which give a sculptural quality to the prominent intersection and contributes as a vital streetscape element to the Burt Street Precinct.

Physical Description

A two-storey building built with steel framed construction to the building line of Burt and Lane Streets in the Federation Free Classical style (Apperly et al, 1989: 104-107).

The building has a largeness of scale, symmetry, and use of classical motifs. The exterior of the building features a balustraded Italianate parapet with urns, and a recessed arcaded porch.

The ground floor is treated as a base and the masonry is articulated with a smooth finish. The upper level is unadorned. This facade treatment is impressive both in scale and severity. This upper storey balances the effect of the heavy base. The building has well defined edges and sits squarely on the site.

Over the years, there has been some change to the exterior of the building, including the remodelling of the ground floor walls, the painting of the entire building and the installation of iron gates to entrance porch. Some windows have been overpainted and the building has been extended at the rear and along Burt Street.

History

The Insurance Plans for Boulder c. 1900 illustrate that Lot 659 had two buildings constructed of brick. On the corner was the Post Office, and facing Burt Street was one building incorporating the Savings Bank (forerunner to the present Commonwealth Bank), the Court House and Goldfields Water Supply.

There is no foundation stone as Government buildings were constructed by the Government Architect of the time.

With its rounded arches and recessed arcade, the cost of the building at its completion in 1903 was £3,553 (Boulder's Hidden Secrets, 1993).
