The place has historic value for its association with James Thomas Wood and the WA Bank. The buildings has historic value as it demonstrates the development of the site and the expansion of the town. The shops and the former dwelling have aesthetic value as they are good architectural examples of the period and contribute to the streetscape.
There are two sections to the building; one a painted brick single storey structure with prominent parapet with scrolled motifs, finials and ornamental vases. Twin Georgian arched doors and unmatched arched windows. An ornamental iron sign board bracket and matching verandah brackets are above the canopy.
The adjoining former dwelling expresses a symmetrical facade with timber framed sash windows and centrally placed door. Hipped iron roof extending behind the adjoining shop roof. Prominent red brick chimneys. Skilion roofed verandah supported on simple timber posts and enclosed by railing panels.
The house was built for James Thomas Wood (1831-1903) who was the first owner of the Victoria Hotel. The shops were added at a later date, J.T. Wood's dwelling was used as the WA Bank from 1896, when it moved from Mongers Cottage, until 1899, when the new bank building was completed.
