Duplex, 20-22 Charles Street is a typical limestone, brick and iron single storey duplex pair dating from c1900. The place has aesthetic value for its contribution to the streetscape and the surrounding area. It is representative of the typical workers' houses in the Fremantle area. The place is an example of the Victorian Georgian style of architecture.
Duplex, 20-22 Charles Street is a single storey, limestone, brick and iron single room width duplex pair with asymmetrical facades built between 1900 and 1904 designed as an example of the Federation Bungalow style of architecture. The walls are limestone with rendered brick quoins. The roof is hipped and clad with corrugated iron. The verandahs have separate corrugated iron roofs with a gabled portico over the front entrance and are supported by timber posts. The front doors have side and fanlights with double hung sash windows to the side. The window to Number 22 has an iron security grill. The verandah to number 20 has been enclosed at the ends with lattice and has lattice balustrade. Number 22 has one end of the verandah enclosed with lattice. Both duplexes have second storey extension to the rear. Both duplexes have large chimneys. Both duplexes are slightly elevated from street level with steps leading to the entrance. There is a masonry wall to the front boundary line.
Charles Street was largely developed in the last decade of the nineteenth century and much of the housing stock still dates from this time.
Duplex, 20-22 Charles Street was built between 1900 and 1904 for owner, F Wedge. In 1904/05, Henry Tonkins lived at No. 20. By the early 1920s, the property was owned by Francis Lancaster. Both cottages continued to be rental properties during Mr Lancaster’s ownership, which lasted until c. 1950.
After a short period of ownership by Alfred Maroney and then Hilda Clark, the cottages were bought by Una and James Purvis. The Purvis family ownership continued until 1980 – the rate books list them as the occupants of both the properties. Since that time, the duplexes have been in separate ownership. Both have changed hands a couple of times.
A Metropolitan Sewerage plan dated 1954 shows a pair of narrow brick attached cottages, with full length front verandahs at 20 and 22 Charles Street. Both had two galvanised iron additions to the rear and detached weatherboard laundries.
This place was identified by the Fremantle Society in 1979/80 as being of cultural heritage significance. (Coded: Red: "Significantly contributing to the unique character of Fremantle")
In October 1990 planning consent was granted to Duplex, 20-22 Charles Street for limestone additions and alterations to the original single storey detached residences. Further additions were granted during 1991, including the tower at no. 22. Both properties were owned and developed by John R. Wall.
This place received a Conservation Incentives Award in 1992.
