The place demonstrates a way of life and associations with war and the Moora community.
Four slender vertical concrete columns support the clock. Within the columns at the base is a stone plaque.
The clock memorial was the instigation of the Moora Rotary club who contributed $2000 with a community contribution of $5000. The Premier David Brand officially commemeorated the memorial in 1968. The history of the CWA authored by A Topham was sealed inot the plinth.
