Considerable contribution

Very important to the significance of the heritage area. These properties may also be considered for individual entry on the Scheme Register.

Physical Description

419-421 is a single storey commercial building, designed with two shops.
A restrained Inter-War Free Classical style was applied to the detailing of the parapet, which features a shallow-arched central pediment. Below this level the capped, flat parapet is divided into three recessed panels with plain parapet posts at either end.
The western shopfront (421) has retained considerable evidence of early twentieth century detailing, including a deeply recessed central entry, a double timber door with three panels to each leaf (the upper two now glazed); low timber stall walls; large metal framed display windows with tall highlights; and pressed metal ceiling panels.
What would have almost certainly been a traditional verandah has been replaced by awnings. The eastern shopfront has also been fully replaced since the mid-twentieth century.

History

A ‘new’ shop at 421 Hay Street was advertised for lease in July 1915:
SHOP, new, 421 Hay-st. Subiaco, near Rokeby-rd., with 3 living rooms, 20s. weekly. Suit clean business.
Over time, some of the occupants of the pair of shops at 419-421 Hay Street included:
419 Hay Street
 1916: London Café
 1920: Stuart & Laver, wire mattress works
By the end of 1920 Stuart & Laver had relocated to newly built premises at 415-417 Hay Street.
 1925: Maurice Ward, picture framer and Mrs F Ward, dressmaker
 1930 & 1935: Mrs Crawford, mixed business
 1940, 1945 & 1949: R L Douglas, masseur
 2012: The Jewellery Lounge
 2022: Cosmetique
421 Hay Street
 1916: Ken Symonds, picture framer
 1920, 1925, 1930, 1935, 1940, 1945 & 1949: Ida Abelman, fancy goods dealer
In 1921, the Electoral Rolls listed four members of the Ableman family at this address: Lena Esther Ableman (widow) and three of her daughters: Berna Hardina Abelman, musician; Ida Abelman, home duties (shop keeper); and Ray Ableman, musician. Ray Ableman was still listed here in 1968.
 2012: Forrest, men’s clothing
 2022: For lease

Integrity/Authenticity

The parapet and western shopfront have a high level of authenticity.
The boxed awning and eastern shopfront have a low level of authenticity.

Condition

The main facade appears to be generally in fair-good condition commensurate with the age of the building (based on streetscape inspection only).

Other Keywords

Very important to the significance of the Rokeby Road and Hay Street Heritage Area.
This place provides important evidence about the diversity of retail development within the Heritage Area which, in addition to large landmark buildings, also included a large number of modest single storey shops.
It retains clear evidence of the original detailing to the parapet and early-mid twentieth century detailing to the western shopfront, the latter being relatively rare within the Heritage Area.
Historically it helps to illustrate the consolidation of this section of Hay Street as an integral part of Subiaco’s commercial centre in the period around WWI.
The place forms part of a largely continuous group of early twentieth century (c.1898-1926) commercial premises along the southern side of Hay Street, extending from 391-437, with a complementary row of seven shops and a former picture theatre opposite (424-440 Hay Street). This group clearly illustrates the manner in which buildings that are diverse in scale and detailing combine to create the strong heritage character that underpins the Rokeby Road and Hay Street Heritage Area. They also create a distinctive entry to the Heritage Area from the east.
