Statement of Significance

Duplex 15 & 17 Howard Street, is a typical rendered masonry and tile single storey duplex pair dating from c1890. The place has aesthetic value for its contribution to the streetscape and the surrounding area. It is representative of typical workers' houses in the Fremantle area. The place is an example of the Victorian Georgian style of architecture.

Physical Description

Duplex, 15 & 17 Howard Street is a single storey, rendered masonry and tiles duplex pair with a symmetrical facade designed as an example of the Victorian Georgian style of architecture. The walls are rendered masonry. The roof is hipped and clad with tiles. The verandah has a separate tile roof. Two rendered corbelled chimneys are evident. There is a high level limestone wall in front of both duplex pairs obscuring the view of the front facade.This place contains a limestone feature.

History

This duplex was formerly numbered 37/39 Howard Street, the numbering changing in 1935/36. This half of the duplex (17 Howard Street) was numbered 37 Howard Street.
This house is first accurately recorded in the Post Office Directories in 1899 and the occupant was Capt John H. Foxworthy. Further research of the rates books for this period may determine the exact date of construction and the original owner of the place.
The 1908 sewerage plan of the site shows this brick duplex as a symmetrical design with the two sides a mirror image of each other. Verandahs are located across the front of the building and portion of the rear. Each duplex had a timber addition and a timber bathroom on the rear of the building. Adjacent to the back of each dwelling was a water tank and brick closets were located in the end of the property. A stone wall defined the front property boundary except for pedestrian access at the sides of the lot.
A photograph of the place in 1978 shows that the building is rendered with a tiled roof. On the front boundary was a high rendered masonry wall with a timber gate. Information from 1979 indicates that the interior of the house had been extensively renovated.
This place was identified by the Fremantle Society in 1979/80 as being of cultural heritage significance. (Coded: Brown: "Positively contributing to the built environment")
