The place is an example of a rendered masonry residence representing the expansion of Fremantle in the gold boom period of the late nineteenth and early twentieth centuries.
The place contributes to a substantially intact late nineteenth and early twentieth century streetscape close to the centre of Fremantle.
Single storey limestone and rendered quoining house has a terracotta tile (probably not original) hipped and half timbered gable roof and a rendered chimney with corbelling. The dropped verandah returns on the west side of the façade.
Malcolm Street was named for Sir Malcolm Fraser, the Commissioner of Lands and First Agent General for Western Australia in London (1892).
Research via the Fremantle City Council rate books revealed the lot was developed in 1898 when Robert Russell became the owner of a cottage with four rooms. He was listed as the owner until the 1920-21 ratings period. Mr Charles Lucius Manning was the owner in 1927/28 and the cottage remained in the Manning family until 1952/56.
