The place is an example of a stone residence that has been altered but still represents the expansion of Fremantle in the gold boom period of the late nineteenth and early twentieth centuries.
The place makes a major contribution to the heritage character of the Monument Hill locality.
Single storey stone with tuck pointed brick quoining to window and door openings house which sits above and is set back from the pavement. The tiled (not original) hipped and faceted bay roof which extends from the façade, has two rendered chimneys with corbelling extant. The dropped verandah is supported by timber posts onto a rendered low wall balustrade which is not original.
Thomas Birrell and Isabella Birrell Grey (or Gray) owned and occupied a cottage later described as a villa on lot 2 of 824. Thomas Birrell Grey was an accountant.
