The place is significant for it's associaitons with the Capel civic administration since 1926, and the community interest in retaining the place. It contributes to the mainstreet and streetscape character of the Capel.
Timber framed and weatherboard clad with a symmetrical frontage.
Prior to the formation of the Capel Roads Board in 1907, the reserve was formed for a road board office site in 1906, and vested in the Roads Board in January 1907. The roads board office was built in 1926. In 1957, extensions to the Roads Board Office, as well as the construction of a brick strong room took place, before the Shire was formed in 1951, and relocated later in the 1960's. In 1991, the Capel Shire Council called for public comment regarding the future of the building. Submissions received were in favour of retaining the building, and the Shire resolved to restore the building. In 1994 it operated as a playgroup centre. In 1996 the place was completely renovated by the community with funds from Lotteries, the mining companies and the Capel Shire. In 1997, it was used as a Senior Citizens centre, the H.A.A.C centre, and a meeting place for local organisations.
