The place is a good example of an attached pair of stone residences dating from the period of expansion of Fremantle in the late nineteenth and early twentieth centuries.
The place contributes to a substantially intact late nineteenth and early twentieth century streetscape close to the centre of Fremantle.
Duplex 31-33 Malcolm Street is a single storey and basement level house built of limestone and brick quoining to corners and window and door openings to the walls and has a zincalume hipped roof. This place contains a limestone feature. This attached stone pair forms a group with Duplex 35-37 and House 39 Malcolm Street.
Malcolm Street was named for Sir Malcolm Fraser, the Commissioner of Lands and First Agent General for Western Australia in London (1892).
Duplex 31-33 Malcolm Street. From the council rate records it would appear the house was built in 1887/88 for William Thorpe, a green grocer.
