The place has historic values as an important element of the townscape that retains elements of early planting.
The place has social value as demonstrated by the community sentiment and attachment to the site over a long period of time.

Originally industrial buildings. In 1915, 166 Colin Street was a Sheet metal manufacturers, Armstrong Ltd. By 1949, 162-166 Colin St was Berger & Sons and Sherwin-Williams, paint manufacturers. The establishment of parks was closely linked to wealth with the result that Perth did not begin to develop a comprehensive system of parks until after the goldrushes of the 1890's.
Public debate on the lack of park land in Perth was voiced in editorials in the newspapers between 1875 and 1886. The provision of a network of parklands in central Perth and around the river were the themes central to these concerns.
The Daily News 12 Feb 1938 reported that City of Perth Councillors were suggesting name changes for some reserves. The Committee recommended Arthur Street reserve be known as Totterdell Park and the foreshore of reclaimed land from the Causeway to Victoria Avenue be known as Langley Park. Cr Totterdell and Langley were on the committee.
