In 1912 the new Minister for Lands, Thomas Bath, decided on a tour of inspection of the land affected by the drought of! 911 and end immediately the controversy over the proposed building of the Cowcowing railway line. After visiting Mt. Marshall and meeting members of the local Progress Associations he opened a small school at "Oakbank", the property of Mr. A.G. Greenham at Badgerin. Soon, however, young Elsie Lewis, later Mrs. Billie Wilkins, who had been teaching at the Oakbank School, resigned as her father had taken contract work outside the district and so the school which the Minister for Lands had opened, was closed after two months.
