The place has historical significance as a 1920s industrial building.
It represents the changing nature of that part of Perth from industrial to commercial/office use.

In 1890 Western Australia achieved responsible government. This, combined with the discovery of gold in the early 1890s, provided the catalyst for development in Perth. Some smaller businesses began to establish themselves in existing cottages and a number of larger enterprises erected substantial new offices and warehouses. Earlier uses primarily served the local population, however this later development was more broadly based and was a direct response to the expansion of the city centre during the gold rush. The period from the late 1890s to early decades of the twentieth century was characterised by a vigorous public works and corresponding expansion of commerce and trade. During this period, the character of the Wellington Street was established. The Post Office Directory lists Perth Knitting Mills at this location from 1924, indicating this is the date of construction of the building. This manufacturer was one of seven knitting mills in Perth by 1927, but the venture was short-lived. By 1934 the company was no longer operating, and the building remained vacant for some time.
In 1945 the Department of Native Affairs moved into the building. Later occupiers of the building include Community Welfare (Native Welfare Office), Aboriginal Affairs, the Aboriginal Lands Trust (1968-1981), and the WA Aboriginal Media Association (c. 2005). The property changed hands from this organisation in 2016 to the current owners.
Drawings for this building are held at the State Records Office from when it was used by Community Welfare - Native Welfare Office, and later Aboriginal Affairs, as the Public Works Department would have had responsibility for its maintenance, repairs and renovations.
At 2021, the building is occupied by a café on the ground floor, and a private training / education college above.
The street view has been substantially altered over time as to be unrecognisable as a 1920s building.
