: The place has historic value for its association with the development of the town's railway system and the vital role the railway played in the settlement and development of Kalgoorlie.
The value of the place is enhanced as a component of an historic railway precinct comprising the nearby Station Master's House, Kalgoorlie Railway Station and Workman's Cottage (Forrest House).
: A simple rectangular barracks building with a hipped roof that extends to cover a verandah across the facade.
The barracks comprise a series of small rooms, originally single men's sleeping quarters. The place has now been converted to flats. Interior inspection is required to determine the extent of the original finishes and changes to the interior layout.
A timber framed and weatherboard clad structure extends the length of the building.
The building was originally used as workers' homes. It was built on the site of where an early 'tent-town' once stood (Webb, 1993: 649).
